There are no hidden fees. What's included is fixed. What isn't included is stated upfront.

Three categories of costs are always external and variable — we flag them upfront, not in the fine print:

  • Document preparation in your home country — apostilles, legalizations, and official issuance fees (vary by jurisdiction)
  • Certified Spanish translations — included in select protocols; available as an add-on for others (see translation section below)
  • International courier delivery — optional DHL shipping if you prefer not to collect documents in person

These are third-party costs paid at actual cost. Nothing else appears later.

Both protocols deliver the same complete output: Cédula (ID), RUC (Tax ID), ROK (Tax Residency Certificate), and a 1-Year Residential Lease Agreement.

The One-Trip Protocol resolves everything in a single visit and includes 12 months of ongoing RUC management. The Staged Protocol splits execution across two trips — useful if you prefer a lower upfront commitment or have scheduling flexibility.

The Residency Routes (Priority, Efficiency, Settlement) are designed for clients securing legal status and a second ID — without the tax layer.

The Tax & Compliance Protocols add:

  • RUC — Paraguayan Tax Registration (your local tax ID)
  • ROK — Official Tax Residency Certificate (the key document for defending your tax position at home)
  • 1-Year Residential Lease Agreement — proof of address for authorities and banking
  • Accounting Shield — monthly zero-tax filings handled on your behalf (3 or 12 months, depending on the protocol)

Payment

No. There is no upfront payment at any stage.

Payment is made in person in Asunción, at the moment of signing your Power of Attorney — when the process is formally initiated. Until then, there is no financial commitment.

Process & Timeline

  1. Eligibility check — complete the form at paraguaysimply.com/services. We confirm whether your case is viable and we will send an onboarding email with all the information and details to your email.
  2. Engagement — review and sign the Engagement Letter & NDA (electronic signature accepted). This formalizes the scope and protects your data.
  3. Document preparation — follow the official checklist; prepare apostilled originals; upload HD scans to the Secure Client Vault for pre-review.
  4. Green Light — once we confirm your documents are compliant, we align on travel timing. Do not book flights before receiving formal Green Light.
  5. On-site execution — your visit to Asunción, structured according to your selected route or protocol.
  6. Remote issuance phase — remaining administrative steps are handled by our team under your Power of Attorney. Documents are then collected locally or shipped internationally.

All timelines are indicative, based on standard administrative experience. Final issuance timelines are under the sovereign authority of Paraguayan institutions — we guarantee correct, complete, and procedurally compliant submissions, not government processing speed.

Documents

  • Valid passport — minimum 6 months validity from the start of the process; physical original required
  • Birth certificate (long version) — physical original; apostilled or legalized
  • Criminal background certificate (long version) — physical original; valid for max. 6 months at time of application; apostilled; translated into Spanish
  • Passport-style photo — digital, white background

Additional documents may apply depending on civil status (marriage, divorce, death of spouse) or immigration history.

  • If you've lived only in your home country for the past 3 years: certificate from your home country
  • If you've lived in another country during the past 3 years, and this is reflected in your documents: certificate from that country, plus proof of residence there
  • If your passport and criminal record don't reference other countries: home country certificate is sufficient

Paraguayan authorities check for cross-references in submitted documents, not self-declared history.

Apostille is sufficient if the issuing country is a member of the Hague Apostille Convention. Verify: hcch.net

Superlegalization is required if the country is not a member. The chain is: issuing authority → Ministry of Foreign Affairs of the issuing country → Paraguayan embassy or consulate with jurisdiction.

If no Paraguayan embassy exists in your country, Paraguay assigns regional diplomatic jurisdiction to another mission. Verify: mre.gov.py

It depends on the selected service. Standard documents (passport, birth certificate, criminal record) are covered only in Tax Protocols.

Translation add-on rates:

  • English → Spanish: $12 per page
  • Other languages: assessed individually, subject to availability of a certified court translator in Paraguay
  • Identity documents of both parents or legal guardians (original + certified copy)
  • Birth certificate of the minor (original + certified copy)
  • Criminal record: not required for children under 14

If one or both parents will not be present:

  • A Special Power of Attorney (Poder Especial) is required — issued by a notary, signed by the absent parent(s), apostilled if issued abroad
  • The accompanying guardian must be physically present in Paraguay or be a Paraguayan citizen

All original documents for minors must be presented in person.

Eligibility

We work exclusively with citizens of countries that have visa-free entry to Paraguay — including EU member states, the UK, USA, Canada, and Australia.

If the eligibility form doesn't clear your nationality, we're unable to assist — this is a hard requirement of the Paraguayan process, not a policy on our end.

No. Our local team handles all interactions with government offices. Every step is coordinated and guided in English. No Spanish is required from you at any stage of the process.

Taxes & Tax Residency

No. Paraguay operates a territorial tax system — income sourced outside Paraguay is not taxed locally. But holding a residency card does not automatically eliminate your tax obligations in your home country.

Whether you're considered a tax resident elsewhere still depends on your physical presence (typically 183+ days), your center of vital interests (family, property, economic ties), and how your home country evaluates these factors. Each jurisdiction assesses this independently.

The ROK (Resolución de Obligación Tributaria) is the Official Tax Residency Certificate issued by the Paraguayan tax authority (DNIT/SET).

It is the key document for demonstrating Paraguayan tax residency to foreign authorities and banks. Without it, you have a tax number — but not certified proof of where you are tax-resident.

  • One-Trip Protocol: ROK issued after the Cédula; full set (Cédula, RUC, ROK) typically within 90–120 days
  • Staged Protocol: ROK typically issued within ~30 days of the second visit

The RUC is Paraguay's tax registration number — the equivalent of a Tax ID or VAT number. It is included in both Tax & Compliance Protocols.

Once active, a monthly IVA (VAT) filing is required via the Marangatu online system. Zero-activity filings are fully accepted — no actual business activity is required to remain compliant.

  • One-Trip Protocol: 12 months of RUC management included
  • Staged Protocol: 3 months of RUC management included

After the included period: $100/year for ongoing management (monthly zero-tax filings). If you begin invoicing or generating real business activity: individual pricing based on volume and structure.

Maintaining Residency

  • Temporary Residency: at least once every 365 days; minimum stay of 24 hours per visit.
  • Permanent Residency: approximately once every 3 years. There is no 183-day presence requirement.

As of January 1, 2026, these visit requirements are being actively enforced — including retroactively for clients who should have completed their visit in the first half of 2025.

Missing the annual visit under Temporary Residency can result in rejection of your Permanent Residency application.

If you were unable to visit due to circumstances beyond your control, a formal appeal process exists: submit a PDF to migraciones@migraciones.gov.py including a scan of both sides of your Cédula, a copy of your passport, and documented justification (e.g. medical report). All documents must be translated into Spanish. Outcome depends on the individual assessment of the authorities.

You'll need to demonstrate basic solvency through one of two paths:

  1. A university degree (Bachelor's, Master's, or PhD)
  2. An active RUC for at least 3 months prior to application — even with zero filings; no actual economic activity required

If you're activating a RUC as part of your tax setup, the degree requirement becomes irrelevant — the RUC path already satisfies this condition.

Address & Proof of Address

It is a 1-Year Residential Lease Agreement issued in your name. It serves as your official Proof of Address for Paraguayan authorities, banking, and administrative purposes.

Included in: The Staged Protocol and The One-Trip Protocol.

No. Utility accounts in Paraguay remain registered in the property owner's name — this is standard practice for arrangements of this type and is not something we can change or arrange.

The Rental Agreement on your name is the relevant and accepted document for administrative purposes.
